Having a problem with fake accounts, where they would ask a minimum hour and send half upfront via back or PayPal friends and family then once you pay they block you. Any way of reporting these fraudsters

If everyone would get the clear message to never pay anyone but friends and family via friends and family the scammers wouldn't get anywhere that way!
